For the [summer outdoor dining program](https://bloomington.in.gov/onboard/legislationFiles/download?legislationFile%5Fid=5850), which will last until Nov. 10, bollards are getting installed this morning—to close down some sections of Kirkwood Avenue, between Indiana Avenue at Sample Gates and Walnut Street near the courthouse square.
