### Weather Talk

Based on the National Weather Service forecast in [text](https://forecast.weather.gov/MapClick.php?lat=39.1653&lon=-86.5264&ref=bsquarebulletin.com) and [charts](https://forecast.weather.gov/MapClick.php?w0=t&w1=td&w2=wc&w3=sfcwind&w3u=1&w4=sky&w5=pop&w6=rh&w7=rain&w8=thunder&w13u=0&w14u=1&w15u=1&AheadHour=48&FcstType=graphical&textField1=39.1648&textField2=-86.5174&site=all&unit=0&dd=&bw=&BackDay.x=47&BackDay.y=12&ref=bsquarebulletin.com) here’s some advice.

**Monday:** Take an umbrella or a rain jacket just in case, because there will be a chance of showers before noon, then a slight chance of sprinkles between noon and 1 p.m. Otherwise it will be cloudy, with a high near 65F°.

**Tuesday (Election Day):** You might be able to skip even a light jacket in the morning, because the overnight low will start off around 52F° and the high will reach about 76F°. It does not look like it’s going to rain.

### Other notes

**Klan recruitment.** Postcards recruiting for the Ku Klux Klan were distributed at some homes in Bloomington’s Park Ridge East neighborhood overnight Oct. 29, according to a release from Monroe County NAACP..

Monroe County NAACP president Jim Sims condemned the distribution and praised neighbors and local officials for speaking out. “Not in our city, Not anywhere!” he wrote.

At the daily press briefing the following day, Bloomington police confirmed the incident had been documented. A [March 2025 report](https://www.splcenter.org/resources/hatewatch/ku-klux-klan-flyers-kentucky/) from the Southern Poverty Law Center says remaining Klan factions in the country use inexpensive leaflet campaigns to try intimidate communities and exaggerate their influence.

**Early voting numbers.** Through the first 21 days of voting at the [North Showers](https://www.google.com/maps/place/501+N+Morton+St,+Bloomington,+IN+47404/@39.1707495,-86.5369779,684m/data=!3m2!1e3!4b1!4m6!3m5!1s0x886c66d92d3cc4f5:0xb79ecc8d1acb583d!8m2!3d39.1708482!4d-86.5373847!16s%2Fg%2F11yq8cq5y6?entry=ttu&g%5Fep=EgoyMDI2MDkyOS4wIKXMDSoASAFQAw%3D%3D) location on Morton Street, 17,402 people have cast a ballot. That’s around 3,300 more than in 2022, but about 3,900 less than in 2018 for the same period.

This is a stat that’s easy to check for yourself on the [early voting dashboard](https://gis.co.monroe.in.us/portal/apps/dashboards/2980211891404743a0b6a45b6b1422d2) that Monroe County government has set up.

The final day of early voting runs from 8 a.m. to NOON on Monday (Nov. 2).

**Election Day Location.** For voters who plan to cast their ballots on Election Day (Tuesday, Nov. 3), an authoritative place to sort out which polling location you are supposed to use is Indiana’s [voter portal](https://indianavoters.in.gov/). Election Day voting hours are: 6 a.m. to 6 p.m.

**Election Day, the song.** If you are looking to develop a new Election Day tradition, listen to the old Blaze Foley tune, [Election Day](https://youtu.be/C8-ofM1pX8k?si=bD1VQRnHmcdPRHxt). The link there goes to a rendition by Stella Mrowicki, which has been played only around 200 times on YouTube in the last eight years, which is not a lot. But trust me, hers is a solid cover of Foley’s classic.

**Election Results.** Monroe County’s GIS division has set up a [general election results page](https://experience.arcgis.com/experience/db5841d5240d448aa546c52c5ad54e6d), where the first authoritative election results out of Monroe County will be posted on election night. The B Square will be extracting a subset of those results for live publication on the B Square’s website, too.

### On the calendar

**Engineering studies for southwest area.** On the [5 p.m. Monday (Nov. 2) agenda](https://bloomington.in.gov/onboard/meetingFiles/17707/download) for Bloomington’s redevelopment commission (RDC) are several items related to familiar topics: approval of a 2027 annual spending plan, along with engineering studies for improvements at Tapp Road and Vanguard Drive and for the relocation of South Weimer Road and its intersection with Bloomfield Road. The engineering studies look like they are related to the RDC’s [earmark of $5 million](https://bsquarebulletin.com/bloomington-rdc-5m-for-roads-145k-for-hopewell-south-rezone-58k-for-police-hq-study/) for development of the southwest part of the city, which was approved a year ago.

Other items include additional plumbing engineering work at the Fourth Street Garage, lead-based paint and asbestos inspections at College Square, and several agreements related to the Hopewell redevelopment project, including planning work for Hopewell South, erosion control at Hopewell East, and the Undulate public art installation at Hopewell Commons.

**County commissioners change meeting time.** The Monroe County board of county commissioners has changed its regular meeting time on Thursday this coming week to [Wednesday (Nov. 4) at 12:30 p.m.](https://events.in.gov/event/copy-of-board-of-commissioners-hybrid-1599) No agenda is posted yet.

**$1.2 million for College and Walnut, fines for convention center project.** On the [5:30 p.m Wednesday (Nov. 4) meeting agenda for the board of public works](https://bloomington.in.gov/onboard/meetingFiles/17708/download) is a $1.2-million contract with Kimley-Horn and Associates, Inc for preliminary engineering services for the College Avenue and Walnut Street corridor. The project includes traffic signal replacements, crosswalk improvements and a new sidewalk along College Avenue, but will not fully implement the corridor study’s recommendations or change the one-way configuration.

Also on the agenda for the board of public works is an appeal by Weddel Bros. of $7,500 in fines for not maintaining the traffic plan for the convention center expansion project.

**Bus service reductions, driver shortage.** At a special meeting called for [5:30 p.m. on Wednesday (Nov. 4)](https://bloomdocs.org/wp-content/uploads/simple-file-list/2026-11-04-Bloomington-Transit-Board-Packet.pdf), the board of the Bloomington Transit consider whether to approve “in concept” proposed temporary route changes: Routes 2 South and West weekdays; Route 16 Monday–Saturday; Route 11 on weekends; and Route 7 on weekdays. The changes would be subject to final notices, scheduling review, and public hearings, with an eye towards a Dec. 6 effective date.

**AI ban, GO bonds, HPC removal.** On the [5:30 p.m. Wednesday (Nov. 4) agenda](https://bloomington.in.gov/onboard/meetingFiles/17709/download) for Bloomington’s city council are several items for final enactment that the council has seen before. For B Square background on the AI ban, see: [Analysis: Bloomington’s proposed superintelligence ban raises questions about authority, enforcement](https://bsquarebulletin.com/analysis-bloomingtons-proposed-superintelligence-ban-raises-questions-about-authority-enforcement/). The Wednesday city council agenda also includes some items that will be introduced, but likely not given a final vote, including the pay for city councilmembers, mayor and clerk in 2027.

Up for adoption, as of Oct. 28 at the city of Bloomington’s animal shelter, is [Chaz](https://bloomington.in.gov/animal-shelter/animals/88332). Here’s another link: [all animals up for adoption at the shelter](https://bloomington.in.gov/animal-shelter/animals?ref=bsquarebulletin.com). (The photo is from the city’s website.)

This good boy is a Rottweiler mix. Here’s what the shelter staff have written for [Chaz](https://bloomington.in.gov/animal-shelter/animals/88332):

> I am new to the shelter and we are all getting to know each other. If you are interested in adopting, stop by the shelter for a visit.

Let’s try and make Chaz’s stay at the shelter as short as possible!

Cleanup is underway after last night’s shooting that left at least seven people wounded but with no reported fatalities. The shoes, apparently left by people fleeing the scene, were sorted from the debris by the Brighten B-Town crew and placed on a table. (Dave Askins, Nov. 1, 2026)
