Bloomington’s director of parks and recreation, Tim Street, responded to a question by saying the capping of an handful of the smaller planters for maintenance or condition issues is part of a more comprehensive approach to planter improvements around the courthouse square. Tim Street: “Last fall, we also installed around 20 new trees along Kirkwood and in the downtown corridor in planter locations where we identified there used to be or could be trees.
